Car will not turn over?

Car will not turn over?

I have not started the car in about 3 weeks, it has plenty of juice. It sounds like it is going to turn over any second but it won't? Please Help!!!
Could it be something in the distributor?

need more info, does it crank? Do you hear clicking noise? Do lights and radio work? Do you hear the fuel pump prime?
