what tire size???

hey guys, im new to getting rims and understand what tire can fit on what rim well, here is the problem.
i plan on get some rota c8's and the specs of the rim is this :
15x6.5 40mm offset Rota Circuit 8s in 4x100 bolt pattern.
i know that the 15 stands for 15 inchs, 6.5 i think is the width of the rim? 44mm offset i dont get what that is and what is 4x100 bolt pattern? 4 is four lug right? what is 100?
how does tire size go with these rims?
my girlfriend wants these rims for her 94 integra. they will fit right? she wants the tires not to thick but not lo lo pros either. thanks guys, dont flame me please.

Some info on Wheel Offsets
The 100 of 4x100 is the bolt spacing, the holes are drilled on a 100mm diameter circle centered around the hub bore, and the proper size for your GF's car.
The 6.5 is indeed the width of the rim, which pretty easily accomadates the tire sizes that are closest to the car's stock tire size, 195/55-15, and 205/50-15. There are TONS of tires available in those 2 sizes, from sticky, high performance summer tires to all-season tire that can run in snow if needs be.
