It's the spot for the mechanical fuel pump, for carbed SOHC ZC. I had it too, just get some metal, cut a plate, use some gasket maker and seal it all up. I didn't know it was there, and it was leaking alot of oil on me. So much it oil soaked my clutch and killed it.

Here's the deal, it is...sorta.

Honda used the same style of head for the D16Z6, they used that opening for the vtec solenoid. But since your spark plug wires run in the back of the head it's a non vtec head. The only other conclusion is the fact its for the mechanical fuel pump. If you had ever taken an A6 or B2 apart, you will see that the heads have the spot for the carb intake maniolfd and mechanical fuel pump to be bolted in, but all of it is not machined since it was never intended for it.

Honda back then thought efficiently, cast 1 head, machine 10 engines, industrial engineer FTW.
