What tire size makes the tire flush with the width of the wheels? 16 x 7
Would it be 205 or 215's? I don't want the tires to be narrower than the wheels.. or for the tires to hang over the wheels...

You can use 205/45-16 or 215/45-16 on your Integra. Either one should fit fine on a 16x7 wheel, without looking either "bulging" or "stretched".

the toyo's are 205 and the hankooks are 215
I dont have the money to fork for GOOD tires, so I"ll settle for somethign with high treadwear and inexpensive

You can get MUCH better tires than that for the same money.
For one thing, I don't know why you would want to buy all-season tires like the Toyo Proxes 4 or the Proxes FZ4. You don't drive in snow a whole lot where you live, right?
For about the same money, you can get the Kumho Ecsta SPT ($74/tire at the Tire Rack for 205/45-16, or $74 with free shipping at Discount Tire Direct) or the Yokohama ES100 ($75) or the Avon Tech M500 ($78), and all are MUCH better than the Toyo Proxes 4, on dry pavement and in pouring rain, and should last about as long. As long as you don't drive in snow, these tires are all way better than either of the Toyo all-seasons.
