91 dx problem

Default 91 dx problem

this is sort of involved. i have a 91 dx, all stock, auto trans. the car has taken to revving high on start and acting boggy til it warms up. if it is warm outside, 70 degrees or so, it is much less of a problem. in the last 6 months or so i ave replaced the whole ignition system(except distributor, mostly for maintenance) fuel filter, intake air temp sensor, coolant temp sensor that goes to the ecu, adjusted the valves, i put in an eacv that i go off ebay(it tests fine). the eacv is not getting the ground it needs to actuate when first started, the wiring is ok and i have swapped out another ecu, same problem. i have even tried another map sensor. is there any sensor that would tell the ecu not to actuate the eacv at startup? it is sort of vexing me, i am also getting crappy mileage in the city, 20mpg, i get 38 on the highway though. something in the idle controls is haywire. anyone had this same trouble?

i suppose that is a possibility but wouldn't that make it boggy on the highway too?
