You need to replace the cable that is connected to it. I had the same problem in mine. I am not sure what it is called exactly just the cable connected to the ****. Shouldn't be to expensive.

Accord15, could you give more details as to what you did? I have the same problem on my 90 and it's just one of those things that pisses me off. I know the **** controls the coolant flow to the heater core by opening and closing the valve next to the firewall.

I know the **** controls the coolant flow to the heater core by opening and closing the valve next to the firewall.
It also controls the air mix door on the heater box. Did you check if the air mix door or its linkage is binding, or the water valve is stuck?

You can find the cable from the passenger side reach back towards the center console. It is just a plastic tube i did this awhile ago so i can't remember exactly i will check it out tomorrow. The tube controling it may be twisted and you can adjust the heat/cool right on the tube you just have to slide a little piece on it. This is very vague and i am sorry i can not explain it once you find the little tube you will know exactly what i am talking about.

About those stupid ***** breaking...
I glued mine and it lasted about a day.So I reglued it and wrapped a plastic wire tie around the part that breaks (slides onto the metal shaft) ,trimmed the end really close .It fits back into the slot perfect and I have not had problems since. In other words ,I used a wire tie to hold the plastic shaft on the back of the **** together to prevent it from splitting again. I hope this helps.
