Question about bumpstops

I just received my suspension today
I have the Koni Yellow/GC setup with extended top hats, isolators, and bumpstops. GC said that they would assemble them but when I received the setup they were not assembled
What I found though was 4 bumpstops but only two where cut. Should all 4 not be cut? Should they even been cut in the fist place? I know cutting them provides more room to lower the car more without bottoming out but what's the deal? I wonder why they only cut 2 and not all 4?
Any ideas?

Any reason why? It's a 97 Prelude SH btw. I guess cause the front is heavier?

It just depends on how Honda designed the suspension. I don't know about preludes, but I can tell you that Civics & Integras have much more compression travel in the rear than the front w/ the stock setup. When lowering those cars, you really only need to worry about adding travel to the front (unless you have ridiculously soft rear springs).

Well my spring rates are 400F and 450R. I'll stick them on the front as that makes sense. The front is heavier than the rear.
I just cant believe they didn't assemble everything when they said they were going to
