Excuse this pic but the cam wasn't so great

Someone offered to sell this to me for 500 along with the head, no crank, all block accessories, said it was sleeved by darton. From what I can see, it's not sleeved. As far as I know, H22's are closed deck from the factory. It doesn't look like the deck has been machined any. The sleeves look super thin. WTF am I lookin at? The bore is kinda rusted. Is this bad? I still need to have it matched to my pistons. Please help.

It appears to have iron liners in it, but the flash washed out the detail. If a magnet will stick to the cylinder liners, it has been sleeved.
