First, go to an artist supply shop and buy a thin bristled brush..with relatively stiff bristles. Then, go to the auto parts store and buy a "touch up sander". This "sander" is basically some fiberglass rods that can be used to clean up the chip, remove rust, and provide a rough surface for the paint to stick to. Shake the touch up paint VERY well. After "sanding" the chip, use the artist's brush to put a thin coat of touchup on it. After 1-2 hours, put another coat on. Repeat this a few time until the touch up is slightly higher than the surrounding paint. If your car's paint has a clearcoat (note, PY is not clearcoated, CW, NPB, and FBP are), add a layer of clearcoat as a finishing coat. You can buy clearcoat touch up bottles at the auto parts store.

Okay, so, now the chip is filled (actually, overfilled). Let it sit overnight at the minimum. The next day, take some 2000 grit sandpaper, get it wet, and lightly sand the touched up area until it evens out with the rest of the paint. Then, take some lightly abrasive swirl remove (3M Swirl Mark Remover or Meguiars #9) and go over the area that you sanded until any sanding marks are gone. This will be a VERY good touchup and hard to notice unless you are inspecting your paint VERY closely.

Also, there are professional services that use airbrushing to touchup. If it is bad and you dont trust yourself, you can use one of them.

I have some stonechips that a fliend is gonna fix for me but where would I possibly find the proffesional touch up paint sevices at!

Touchpaint is not that effective on urethane.

I know.

When it comes to urethane, a repaint is in order.
