I have just acquired a 2000 Honda Civic DX HB for $2000 with only 50000 miles on it. The car came modified and has I/H/E. When I drive the car under partial throttle, around 4K rpms the car starts to "stall" or "shake". Some folks I have talked to say it has something to do with the spark plugs, wires, etc. something in that area of the engine.

Anyone ever have a problem like this? Just getting some more feedback before I start to buy parts...

 

Thats exactly what it is. It needs a tune up, spark plugs, wires, cap n rotor. This should fix the problem your car is mis firing right now.
