No. The Yokohama Parada Spec is CRAP - meaning, its performance is woefully worse than other tires in the same price range. The best summer tire in that price range is the Kumho Ecsta SPT. Other very good tires similar in price include Yokohama's own ES100 as well as the Avon Tech M500. The Dunlop Direzza DZ101 is only slightly worse than these (still MUCH better than the Parada Spec) and is lower in price with the $50 rebate offer that expires at the end of this month.

It means that Yokohama makes two different tires with a similar name, and you shouldn't use the two different tires on the same axle. (You're better off not mixing those two different tires at all.)

Both are not very good.

Yes, that's too small for your '97-00 Civic. For your car, you need 205/45-16 or 215/45-16.
The Kumho SPT is $74 in 205/45-16. The slightly better Avon Tech M500 is $78. These are your two "best bang for the buck" tires in your sizes.
The best deal is at Discount Tire, which has the same $74 price as the Tire Rack but offers free shipping.
