Taillights
The bumper has to come off, but seriously takes about 5 minutes. I tinted my tails this weekend and chose to remove them from the car. There are two allen key bolts where the trunk meets the bumper, 2 plastic pop out screws under the car, and 2 phillips head screws in each fender well on the back end. Then gently pull and off comes the bumper.
From there the rest is pretty simple, quite an easy DIY.

Emo, obviously you haven't tried taking out the tail lights. Go ahead and try.
After lots of frustration, you'll get to a point where the tail light is completely unbolted, yet it just won't come out. You can try to shimmy it out as much as you want, you'll never get it off. There is a last piece at the bottom of the taillight housing that you can only get to when the bumper is off.
Go ahead and try if you are so confidant...

I dont think he's confident that he can remove them w/o taking the bumper off just thinks its a stupid design for the fact that you've gotta remove the entire rear bumper to simply take the tails out.

Yes, but from a manufacturer point of view, they like to add levels of complexity to even the most basic task.
I'm sure having to remove your bumper will deter at least one person from switching the tail lights themselves. Honda hopes that you bring it to them to do the job, and then they charge you ridiculous labor rates and just make more money.

I haven't tried and don't plan on removing my tail lights for any reason. I was mearly saying it's a stupid design as TRE_ understood. Please remove the cucumber from your anus before you post next time.
