Default question about performer X TB (fitv blocking plate)

hello everyone.
i looked at this picture from edelbrock

and i wondered what is the purpse of the brass fitting on the fitv block plate ? ? ?(since my fitv is also blocked....)

I assume its to keep coolant going through what's left of the water passages under the TB. Probably to prevent a phenomenon typically called "carb ice" in humid climates.
