Headlights??
You'll have to take off the bumper to take the headlights out.
Remove 2 plastic clips and 2 philips screws which connects the bumper cover to the radiator support.
Then there are two philips head screws on each side of the car with in the wheel wells which connect the bumper cover to the fender. Remove those.
Remove turn signals. Behind where the turn singals were you will see two bolts on each side of the car which hold the metal bumper to the frame of the car. Remove those bolts.
Then there is one bolt on each side of the car in the engine bay. There is one bolt behind each headlight (looks bronze / gold in color). Remove those.
The sides of the bumper are clipped into the fender you pull those back and you should be able to remove the entire bumper and support.
Removal of the headlights should be straight forward from there.

once you take the bumper lights out there are two bolts holding the bumper support they are gold and 12mm. then inside the engine bay directly under the low beam light there is one 12mm nut on both sides.
uh if they are usdm lights you don't need to take the bumper off
that was the only good thing about the usdm design
the glass lights are mounted in a seperate plastic bracket that is bolted to the car
you can remove the lights from the plastic bracket without taking the bumper off
i don't remember how, but i do remember that i got mine out when i was doing the jdm 1pc swap, and then was mad when i realized i still had to take the bumper off because the jdm lights have the mounting points attached to the light instead of having a light and a seperate bracket
