Default Guage Cluster and Climate Controls Won't Light Up

After installing an indash into my friends 99 coupe, his guage cluster won't light up when the lights turn on. The turn signals still flash, the ebrake lights up when engaged, and so forth. What is the probelm, a blown fuse? If so, where is this fuse located? Anyone have any links to the handbook online?

either the harness isn't connected right, the dimmer switch is bad, or the cluster itself.
