2 ways of doing this.
Way 1:
You could get a wrench or socket and hold the cam while you put the belt on.
Way 2:
Loosen the valves all the way from the rocker arm. This will allow the cam to sit without pressure to move. When you get the belt on and set just do a valve adjustment.
