Default code 14

I have a code 14 on my 89 civic and it a obd0. I have the a6 block and the z6 head and the y8 intake manifold with the b16 throttle body. Is there some way to fix this by switching the old iac valve on the back of the intake manifold. Or could it be some other think like the oxygen sensor. When my car idles it goes up and down like from 500 to 900.

nice car. i have the same problem code 14 and 10. i am going to pay a visit to the junk yard. have u change the EACV.
