Default Daytime Running Lights

Hi all, new here and did a search on this but to no avail.
My 96 has daytime running lights(cdn vehicle) but they don't work. I understand that the DRL's run off the highbeams, is that true?? Could it be the DRL relay?? Dealer tells me it's a module, will cost me couple hundred bucks, blah blah blah....
Anyone??

I have the same problem with a 1997 CDN Accord Coupe. They don't work either. My Haynes manual doesn't show where the DRL controller is but the headlight wiring diagram states that there is a controller somewhere? Anyone know where?
