Default JDM Accord Euro R versus the European Accord Euro R

I'm considering buying an H23a engine that's supposedly from a 1999 JDM Accord Euro R. I am confused because everything else I'm reading online says that the Accord Euro R came with the h22a7 engine, that the car came out in 2000 for the first time, and that it makes 212 hp. Is it a fact that the JDM version of the Accord Euro-R used the larger-displacement, longer-stroking h23a and was available as early as 1999?

H23a didn't come in Euro-R's, only came in Jap wagons.

If I recall, there was no "Euro R" for Europe, rather there was the Accord Type R for Europe and the 'Euro R" was released in Japan.
