Default Installing jdm fender markers

I just got my set of jdm fender markers with the plug/bulb and harness from Bom-Kun for $25 shipped!

Now I need some tips on installing them, I got all the placement pictures and measurements I need.. now what should I do the cutting with? I was thinking of borrowing my friends dremel and using that. Anything better to use? I don't want to damage my paint too much.
