electrical noises!!! bad relays?

heres the situation: my car has been sitting for a while and when i plugged in an ecu and tried to start it.... the tach jumps to 4k when the key is in "on" position and the door/keys buzzer goes off and sounds really weak/distorted. both ecu's i have show solid red led. when i try to turn it over there is a few buzzing/electrical noises coming from the engine compartment, under the dash, and maybe a few more places and the tach drops to 0. could these be bad relays? like the starter relay? what about the tach? thats a weird problem.
It almost sounds like your harness has been rewired and when plugging in the ecu, its not getting the corect signal connections. What is the history of the car? converted for pr3 ecu for b16a? I dont think a bad relay would give you these symptoms.

its 91 std converted to mpfi with 88 crx si parts. ive heard that 88 has differences from 91. its pretty wet where i live, could that be a factor?

the battery might be part of the problem. i just had the car connected straight to a battery charger to check codes, but when it was acting weird i tried to start it. do you think all the problems would go away if i tried with a battery?
