p28 ecu made for b16a2? or b18c1/c5 motor???
stock P28 is from 92-95 Civic Si's/Exs. Its meant for a SOHC VTEC motor. They need to be chipped to be properly used for a B16/B18/etc. You can run a stock P28 on those but it won't run well.
Someone is lying to you, or you're misunderstanding them.
There is no "p28 chip" ... the P28 is an ecu. You can install an aftermarket chip onto the ecu's motherboard and jump two wires, and the ecu will run as whatever basemap you have loaded onto the chip. This basemap can later be tweaked and changed specifically for your motor's modifications by using a dynometer (dyno tune), or by hooking up a laptop to it and tuning while driving (street tune).
But to answer your question (I hope), using a virgin P2 on a B-series motor will not yield any power gains, and it will, in fact, net you a poorly running motor and power loss.

No, it is a decent upgrade. The one primary drawback is the limited ground clearance that it offers.
Also, please try to compose your posts using some sort of normal English. It will make them much easier to understand and respond to in a helpful manner.
