F20B & obd2 h22a concerns

Default F20B & obd2 h22a concerns

Okay gentleman, I've done my best to search and find the needed information, but I could not find a few things. If someone else manages to find the answers through search, I apologize in advance.
First let me give you all a quick run down. (h or f series in 96 Civic)
It's been one helluva year for this car, but I was going to go through Japan Star and get an obd2 h22a for 1512 w/ tax. I get the money for it, and he sells me, "My boss won't let it go for that much". He tries selling me the whole swap saying he can't seperate the tranny with the motor, then he says 1600+ tax for just the motor. He then offers me the F20B (auto). 1300+tax.

I've also found the f20b (manual) for 1650 to my door.

I like the idea of a high revving motor, but I have a few more questions before going ahead with the purchase.

The wiring harness is complete, Rywire has it set up for an h22a, obd1 dizzy, obd2 injectors and obd2 ecu.

Question 1: If I was going to go F20B, what dizzy would I have to use? I was told the h22/f20 dizzy's are different despite the fact most parts are interchangeable.

Would I need to pick up the f series obd1 dizzy and have the harness rewired?

Question 2: ECU! Obd2 upstate NY, what do I do for this? I read the f20b ECU can NOT be used due to security/theft issues. If I can't use the f20b ecu, what should I use then for obd2/emissions?
