'91 Accord Front Stabilizer Bar
Anyone know if these are under such tension that would make it impractical for the owner (me) to replace the bushings at the ends?
The rubber bushings are wornout and I think it causes a severe vibration when hard braking - feels like a shimmy, it's so bad. To verify, I wrapped some shock cord around the bolt where the bushing was gone, and the vibration diminished considerabley.
It looks like the bolts on each end can be removed, the bushings replaced, and the bolt put back in. Maybe some tuning required to get the right tension when replacing?

Easiest way. Unload the suspension, meaning put the car on jackstands. Remove the bolts and replace the bushings. When installing the new bushings, tighten the hardware until the bushings start to compress. Adjust as need from there.
If it only happens under hard braking, I'd check the rotors too, as in all likely hood you've got a warped rotor as well.
