Default O2 sensor... fouled?

i was told that if my o2 was disabled in the ecu even though its still connected to the header, it would be fouled because it wasnt being "heated" and ill need to get a new one prior to tuning?

is this true? whats the chance that the sensor is actually fouled due to being not enabled in the ecu even though its still connected on the header?

Four wire o2 sensors have heaters built in.
