Default Painting alloy rims

I picked up some rims with tires, but there uglyyyyyyyy.

So, is it okay to sand them down and then paint them the color i want. and do i want to clear coat them when im done painting them to keep the paint on them?

Everything is possible just remember that after you paint them them will be subjected to high then normal heat becuase from the regular heat of the seats and then the heat dissipated from your brakes going on and off. They provide some generase heating if used in City driving. just beware of that, also i would only do the outside, leave the inside alone =P IMO anyways, if anything make a rough surface an paint of the paint there? just a thought.

You do know that the term "alloy" is most commonly referring to "Aluminum alloy", right? The only other option is Magnesium alloy, and I doubt you're referring to those.
