To vent incredibly high amounts of exhaust gas or to vent exhaust gas from divided manifolds. Learn something before you become incredulous about it.
Wait, wait, wait. You ask about dual-wastegates and then you post a series of pictures that has nothing to do with dual-anything. The wastegate is on the turbo manifold and the BLOW OFF VALVE is on the intercooler. Those aren't even close to the same thing

the main purpose of dual wg's is for divided housing turbo's (twin scroll)
but a lot of the time some people run them on turbo's that don't have divided housing b/c they plan to run low boost on a *smaller* turbo, so to prevent boost spike they run two smaller wg's to "vent" the extra exhaust gas.also it's baller.
i personally run an HKS gt2 60mm wg....twin 38mm can kiss my *** lol
