Default no low end power or at 60mph

my brother put a rod through his block. in his 93 civic D15 and we just replaced it with anther stock d15. we put a timing belt on and its 1/2 a degree off. when you start out in 1st there is no power up untill about 4k and around 60mhp in 4th or 5th gear there is no power at all. could a half a degree matter? we also had to turn the idle screw almost all the way out. could that have a effect on anything.

is there any way to get the belt off the cam without taking the belt all the way off the enigne?

when i did the belt a few times on my z6 i just slid it off and then slid it back on, it wasnt the easiest thing but it was easier than takin the crank pulley off and stuff

you def need to put that timing back, just do it the right way and you won't cause yourself more hassle.
