Default Speedometer Problems

My Speedometer is not giving me an accurate speed, and when it's cold outside (rare in FL) it's even less accurate. It's typically anywhere from 10 to 16 mph off, but I can't count on that. Should I start looking into a new gauge cluster or is there an easier fix?

I have a 93 Civic Del Sol S.

Global warming.

Swap cluster first. If not, maybe VSS.
