Default H22 wont hold a steady RPM?

I have one for yall.I just changed my pistons out and rings and all went well till i started it.It may not be perfectly in time but it is close enough to scare you so that should be fine.When i started up my car it smoked until it got all the oil out of the chamber and probly set the rings a little.it finally quit smoking and sounded good.then i went to rev it to 3k to set the idle right and it went up then went back down.it kept doing that.It wont just stay where i put the pedel.the rpms fall back down.it dont stall but goes back to about 1k then back.now when it idles it goes from 750k to 1000k but ist always dun that.thats just an h22 swap for ya.im just trying to get it running.can someone help me please?

sounds like a vacume leak. or air in coolant..
