OBD2 B20b --> 92-95 Civic starting woes

I need a little help here with diagnosing
I am on the back end of a B20b swap into a EG and I am having some problems with the fuel injectors. The injectors are not firing in the new swap and they were firing when they were pulled out of the old motor.
The fuel pump works and there is fuel at the rail
here are the things that I have done so far
1.) Located and disconnected alarm
2.) Checked Fuel pump fuse
3.) Cleaned injector with brake cleaner
4.) Checked Thermostat ground, alternator ground, and valve cover ground
5.) Spark is present
6.) There is compression
7.) Tried ECU from OBD1 Integra
Here is a list of things I modified
1.) Modified 92-95 civic engine harness
2.) OBD2 Dizzy to OBD1 conversion harness
3.) OBD2 Alternator to OBD1 conversion
4.) OBD2 Thermostat
5.) OBD2 IACV
6.) B20b Throttle body with TPS and the other sensor on top of the TB, the name of it slipped my mind
The only thing I haven't done yet is swap in new injectors.
I don't have a test light to see if there is power going into the injectors also
update: car still does not fire up, but have narrowed it down to either the injector or wiring.
hooked up a test light and got solid lights for both injector wires
sprayed gas manually into T/B and car idles

if you using the 92-95 harness, then use the obd-1 injectors. the best thing you shoulda did was just buy a obd-2 integra LS harness and everything woulda plugged right in.

I am using the original OBD1 injectors from the D15.
I suggested to my friend that he buy the Integra Harness to make my life easier but he said I should modify the stock one instead to work with the OBD2 dizzy and Alternator
