It is a cassette slave. It does not function on it's own. There are no buttons on it except "EJECT" ....
Without the stock radio, it has no functionality. It's a slave drive.

'96-'98 Civics have a space above the cupholders where a stock CD player or cassette player goes. It's a slave off of the radio that sits in the dash.

No... the cassette slave IS the part that plays the cassettes. It won't play anything without being plugged into the radio though. It gets power from the radio and also is controlled from the radio.
The OP might want to make sure it's plugged into the radio. The button should be lit up on the cassette slave if it's getting power.
