Need some advise on a used Accord

Hello all,
I usually post on the 2006+ Civic Forum since I own a 2006 Civic SI.
I am been looking for a second car for commuting and daily driving. Want to start leaving the SI in the garage more.
Anyway, they are having a HUGE multi dealer used car sell and I found a 1993 Civic Accord LX.
The car has 165,000 miles and automatic transmission. The body is good shape (a couple scraps), and the interior looks clean.
The dealer has it listed for $6,998. I told him that was too much and he pulled up the Kelly Blue Book and their cost.
The has $4,500 into the car and is willing to sell it for $4,600. The Kelly Book he showed me was $5,300.
What do you all think, worth it?
The sale ends at 6pm tonight (PST), if you think it's a deal, then I will head down there at 5:30 and offer $4,000. If worst comes to worst, and think $4,500 is good, I can get it for that.
Please let me know.

Kelly Blue Book is a rip off, it is an average of dealer asking prices. Not true selling prices nor true value of a vehicle.
Try Edmunds.com True Market Value [TMV] estimator.
I'd like to see the listing for a 1993 Civic Accord LX.
By the prices at the dealer auctions I've gone to it looks like the seller is somehow stuck with the car or gave way too much trade in for it. In any event his problem is not your problem! Ask him if a salesman gave too much trade in on it.
Dealers also "pack" cars, meaning the second it hits their lot they up their 'cost' by $1000 or more.
Maybe an offer of $3500 if it is in real good shape.
Don't get me wrong I'd say the car can make a 1/4 million miles if cared for, but you need to play the game "Well sir the car is way over 10 years old" and "that is really high miles on the car"
