Default 90 Accord hard to start

hey fellas need some help

i got a 90 accord and i had the timing belt/ head gasket done at a shop, the head gasket started leaking again so i did it my self. but ever since then ithe car is hard to start it turns a long time before it will pop off, and then when it dose start idles rough and lately it has been pulsing up and down.

i checked for vacume leaks using a good ol can of carb spray and i found nothing.

would ia IAC valve cause this problem?

any feed back is good feed back

ps no troubleshoot codes on pcm

Surging idle when cold can usually be the FITV out of adjustment, or the engine is low on coolant.
General rough idle could be caused by the IAC, unplug it and see if the idle drops a couple hundred RPM.
Spark plugs? Timing? cleaned the throttle plate area?
