How to adjust a/c belt 93 civic ex

I think im a moron.....is it the 10mm bolt on the top pulley? Do i have to loosen the idler and adjust the 10mm bolt next to the timing belt cover?

Or whats the proper way?

Nevermind that is how you do it. The dang belt still squeals even after loosening it. And the belt is pretty new. Dangit this sucks.
