Default White smoke out of exhaust. Could it be because of no catalytic converter?

Hello everyone! I installed a new header but I could not accommodate a catalytic converter; I noticed white smoke out the back when I change gear from 1st to 2nd. A friend said that it could be because I have no catalytic converter, do you think he's right?
