Default Better header worth it for my setup?

I am thinking of getting a CAI and Hytech Production header to go along with my current mods, but was interested in approximately how much I'd be able to gain. Here's my current setup:

-B18C1 with stock compression and stock cams
-JDM DC Sports 4-1 header with 2.5" exhaust (no cat) and Hytech twin-loop muffler
-Skunk2 Pro Series IM
-Stock ITR intake arm with Apexi power filter
-OBD1 ecu chipped with Crome Pro (never had it tuned, but I bought it from one of the sponsors here and told them my setup so they could make a basemap)

How much can I expect to gain with a Hytech production header, CAI, and a dyno tune? Is it worth it without doing internals and raising compression?

I ask because John at Hytech told me I can expect about a 15whp gain (I told him my exact setup) with the header and a tune. This seemed a little high, so I wanted some other opinions.

You could benefit more from other thing's for the price.

It is a good idea for future mod's but if your looking to go fast now, I say do a few head mod's... Flat faced valves, thin headgasket and pro 1's,m22x,jun3,sks2 etc. and matching valvetrain
