Its your brake fluid.

Bleed your lines and make sure they are at proper levels

maybe the new pads are more compressible? or the rotors had too much material taken off ( the brake pistons will need to move further than before to contact the rotor )

I have seen different pads give different pedal feels. I had a customer complain about a lower,softer pedal after installing his own front pads/rotors. We removed the aftrmarket pads on one side and installed OEM to compair. The flex is noticably different, and the oem pads felt better.
