Rust flakes in rear bumper cover...

My car is white, and I have these annoyting rust spots on the paint of the rear bumper. I'm assuming they are from the exhaust gasses. Normal washing won't get them off.
Back in November, the rear bumper cover was replaced after an accident. Within a month, those rust spots were there. How do I take them off/prevent them? You can only see them when you are up close.

Ever try detailers clay? It works for just about everything else, and won't hurt your paint. Might try a cleaner wax afterwards to help remove, and prevent the spots.
Where are these rust spots usually located on the bumper. The point you make about your bumper being replaced due to an accidents seems like you might have some bare rusting metal behind the cover, that could be causing the rust since you noticed it soon after you replaced the bumper cover. Cleaners are only a quick fix, the rust spots will continue if you have bare metal behind the bumper cover. I am guess someone just pulled and spray bombed any damage.

The bumper cover is plastic. The rust spots are very tiny, and I am assuming they are tiny metal flakes from the exhaust gasses. Look at any other white Honda...especially in the license plate holder in the trunk.
