Guys I need some help here. The problem:
The ecu stays in open loop all the time. I let the engine warm up for a long time, even drive it around for a while and it still in open loop.

How do i know it stays in open loop? gas mileage sucks and my scan tool says that open loop not yet satisfy. My scan tool also has the O2 monitoring feature, I can clearly see that the O2 sensors are staying around the rich area.

The car is a 96 civic hb cx 5spd stock. No check engine light. The car won't pass smog check due to this open loop crap.
