my friend is thinking of buying a b16 from this guy and he told him that under the valve cover everything is tan due to overheating twice.how serious of a problem is this or could be?and what would the solution be to it?

If it is a DARK yellowish/brown haze to it... stay away. It shows signs of overheating, as well as not changing the oil properly.
