Default 90 civic sedan Oil in Plug Wires Need Help

recently i been noticing that there is alot of oil in the plug wires when i pull them out of the motor. if there is too much oil in there the car won't start and if i clean that oil the car will start up again. do i have a bad valve cover gasket or ....?

yes its the little seals on the valve cover around the spark plug tubes
