Deciding On Tires For The Daily Driver....Need Opinions / Suggestions
So I'm about due for some tires on my daily driver / beater 1995 Accord EX (2 door)which I normally run a 195/60/15. I am an admitted cheap *** when it comes to this car because it only goes about 10 miles a day and usually nothing over 50 mph so I basically do only the necessities to keep it running good, nothing above and beyond. Once it dies it will be scrap metal.
So I'm deciding on whether or not I should buy this slightly used set of Continental ContiPremierContact (8-/10s tread life) for $90 or brand new tires in the 45-50 dollar range each which would most likely be the Kuhmo ASX or others in that price range.
What would you go with the better used tires or brand new decent tires......

The brand new tires are better tires than the used tires. It sounds like you are only comparing brands without looking at the tire models. Just about every tire manufacturer makes a variety of tires, some that are excellent and others that are not very good at all. The Kumho ASX is a much better tire than the Continental tire you mentioned. Continental makes a lot of different all-season tires, and this is not one of their better ones. The ASX is Kumho's best and is a very good all-season. So if I had to choose between the two tires mentioned, I would definitely get the ASX. (Heck, if I have to choose any all-season tire, and price is any consideration at all, I would choose the ASX.)
However, if you didn't want to spend the extra hundred bucks on your car, and you don't care about how well the tires perform, then the Continentals might be worth considering.
