Do you mean with the turbo removed ? Or just under light throttle?
If you are talking about part throttle, it just depends on the quality of the tune

with right size turbo there should be gain in hp, so in my case i only need to rev to 5k rpm at partial throttle and make more torque and hp than stock or mild built n/a at wot.. so to your question, you should gain pickup by getting turbo unless its oversized and you can make over 300-350whp with small t3/t4 and not compromise low end.
