Default Bseries in EF engine swap info (CA Referee)

I just moved to Nor Cal and was wondering if I can put a LS/vtec in my 89 Civic hatch legally? Would I have to put the B18 full motor in first and get that refereed and then put the B16 head on? Can i put either B18A or B in? I was just wondering if there was a way of doing this legally and how hard it would be to do. Thanks for any help CA people I am newbie...

LS/VTEC will never be legal as it was never a factory-supplied configuration. Get BAR-ed with the B18.

what about a b16 or b18 swap in an early integra. '89? My motor is worn out but car is great. trying to decide if i want to rebuild or swap for something with a little more power.
