What size wheels should I get
I can't use my old wheels b/c their stripped and lugnuts won't stay on and wheels stud ended up breaking. 
What size wheels should I get 16 or 17 inch, I was going to buy GSR wheels but never found em, so 16 or 17 inch?

I have some gsr fat fives if intrested. Other wise i would go with some 15s

You must not have been looking very hard. There are tons of used GS-R wheels (all years) for sale. Did you try looking in the marketplace forums?

Wrong.
The best aspect ratio (that's the middle number of the tire size) depends on the tread width as well as the wheel diameter. And the ones you mention are wrong for three out of the four 15" and 16" sizes.
Here are the best tire sizes for Integras (and also for '97-00 Civics):
For 14" wheels, 185/65-14 or 195/60-14
For 15" wheels, 195/55-15 or 205/50-15
For 16" wheels, 205/45-16 or 215/45-16
For 17" wheels, 205/40-17
