Could not find a relevant thread for such problems, hope someone can help

We had a quick look to this vehicle today, as we were on our
way to another job when a customer suddenly showed up on foot!

We went to his car, as soon as you start it (first start of
the day), the engine is only allowed to rev up to 3500 rpm
(even if you keep accelerating it looks like the RPM limit is
at 3500 rpm)

ECM Internal Error is the code we get (using i-Pro)

Coolant temperature rises with no problems, and even when at
80 Deg C, it will not rev past 3.5K unless you restart the
engine. The problem will re-occur ONLY next morning (even if
car is left to cool down.)

We have opened and checked the ECM (statically), no faults
were found regarding the ECM hardware.

Any suggestions before we advice for a replacement ECM?

is it a b16 or some other b series engine
