x 2. For a b16 with your mods, it's what I would suggest and have used in the past with success. If you get lucky enough to find a Toda header, that would be your best bet. A b18c would have a wider range to choose from.

He said around $500. If anyone finds a Toda for $500 let me know, I want in. Go with the jdm itr for what your looking to spend.

With 500 dollars, you wont find a header that is any better (as far as power gains)
Than the DC you already have. Yes its a p.o.s. but you will spend upward of 800 bucks for a good header.
Save your money for a real header. Or try to find an RMF or SMSP or BISI used.

AN-R headers are pretty well known, but I would go with them least of all, as I have heard of a few cracking from usage.

SMSP/RMF race/narrow version, Rage, DTR, Hytech are all great headers to choose from from the research that I have done personally. Good luck with a find. Im looking for a TODA myself as of yet.
