intake header exhaust costs about a grand... more like $800 but at most... if you are lucky, you will get 20hp out of that, and maybe 5-10 torque. for under $2,000 you can get a greddy turbo kit and make 80hp more to the wheels easily. roughly, if you are FI you are paying $25 per hp, as opposed to $40 per hp n/a. but n/a flats out... it can only produce so much power... after 200whp it gets very hard. once again, these are VERY rough numbers... but if you want the most bang for the buck, turbo is the only solution.
