depends really..
when i got my EF, he fella i bought it off had only had the car for a month or 2. he bought it off the original owner since new who had let it sit for about 3 years. he changed the distrbutor, rotor arm, plugs, leads, and a couple other things to get it going again.

Change the fluids, cap, rotor, plugs, and wires... see what you get.
I would be amazed if it doesn't need brakes all around and if its been parked on grass you can bet brake lines.
Have a good look underneath, being left on E you may need a new gas tank too.

I just put together a winter car that sat for about 5 years. The rotors were completely rotted off of the hub, the brake lines were all shot, metal fuel lines done as well. The carb was seized up (and still has problems), some of the electrics still don't work and the exhaust rotted off as well. This was bad but it also sat in a tall grass field for 5 years, had mice(built a nest that blew the blower motor), and was unprotected in the Canadian winters, so it was really no surprise. Oh, and it was full of wasps. Hope you have better luck than I did, sounds like you will.
1990 Toyota Tercel with feedback carb = lots of fun.

You need to crawl through the car before you start it. Do like slwburn said and change all fluids and ignition components.
Disconnect all grounding points on the engine and in the engine compartment and sand them down, then reconnect.
Make sure you have a good battery.
Pull the valve cover and rotate the engine by turning the crank pulley bolt. make sure the cam is rotating and that you don't have a broken/slack timing belt.
Gasoline can turn to varnish after sitting for years and cause severe damage to the tank, pump, and lines. Personally, I'd pull the tank, peer inside and look for sludge/varnish/rust. Test run the fuel pump to see if it is dragging from being clogged with varnish.
This is all just get get the engine running. There are also brakes, lights, etc to worry about.
Museumitis is serious for cars.
